To Palin supporters, it confirms that Hollywood is biased against Republicans in general, conservative Republicans in particular, and Sarah Palin most of all,” he says via e-mail.

Still, he outlines a way in which the film could have an impact. He writes, “It serves as a reminder of the trouble that Palin encountered in 2008. So when the eventual GOP nominee – probably Mitt Romney – picks his running mate, he’s going to be extra careful to find someone who is fluent in public policy issues.”

If he considers someone with only limited experience, such as Gov. Susana Martinez (R) of New Mexico, or Sen. Marco Rubio (R) of Florida, he says, “his team will subject that person to the political version of ‘Jeopardy.’ ”

The devastating grilling over issues like Palin’s wardrobe and verbal gaffes sends a chilling message to the next generation, says Barbara O’Connor, director emeritus of the Institute for the Study of Politics and Media at California State University, Sacramento. “This absolutely sends the message, ‘Do not run,’ to young women,” she says, adding, “This shows them they will be treated differently.”

The professor says she has noticed a growing reluctance among her female students “to even consider” political involvement. They see many women politicians subjected to a double standard when it comes to family and clothing issues, she says.

A film like “Game Change,” portraying the behind-the-scenes pain the then-governor went through as she moved from the wilds of Alaska into the national spotlight, will only serve to reinforce young women’s doubts and misgivings about participating in the body politic, she adds.

But perhaps the most unexpected potential result of replaying the 2008 campaign is the message it could send to the independent, undecided voter in the current presidential election. This is the group that both Republicans and Democrats most desire to sway as the election nears.

A film like this, detailing the inner workings of the GOP campaign that helped usher Barack Obama into office four years ago, “could serve to remind some voters who cast their ballot for him back then that they made the right decision,” says Republican strategist David Johnson, who worked on Sen. Bob Dole’s 1988 presidential campaign.

“Game Change” reveals, in particular, the doubts that GOP candidate John McCain had during the campaign – not to mention the conflicts and disarray within his ranks over the growing problems ushered in by Palin’s spot on the ticket.

“They may well realize that they made a choice for the safer candidate back then,” says Mr. Johnson, “and in some slight but important way, that could serve to reinforce the idea that continuing with Obama is still the safer choice.”

WASHINGTON: Emboldened by their victory in quashing online piracy legislation, United States Internet companies are gearing up for a battle over whether consumers should be able to restrict efforts to gather personal data.



Google, Facebook, Apple and other tech companies have lobbied against congressional and federal agency proposals that would let Internet users press ‘do not track’ buttons on their browsers to block targeted advertising. Consumers could also edit personal information that has been stored about them.



With the privacy issue, the multibillion-dollar Internet industry faces a challenge larger than potentially harmful legislation or regulations that could limit their advertising and corporate growth.



Their efforts to self-regulate continue to suffer setbacks amidst accusations of privacy violations and last year’s Federal Trade Commission (FTC) findings that Facebook and Google engaged in deceptive privacy practices.



The FTC is expected to issue new privacy recommendations in the coming days, and companies are watching several legislative proposals on Capitol Hill.



Privacy advocates are pushing to give consumers greater control over data collection. The companies must convince consumers that they benefit by allowing personal data to be collected and shared.



Their pitch — in efforts like Google’s current ‘Good to Know’ advertising campaign — argues that data collection lets companies offer faster, smarter products, like better search results and customised mapping.



Internet firms successfully fought legislation to limit Internet piracy. Medley Global Advisors analyst Jeffrey Silva said Web companies may feel confident that they can tackle other government intervention. “I think the lesson they’ve learned is if they don’t like a certain bill, they can organise and create a lot of static and pushback,” Silva said.



Huge business

Internet data collection allows advertisers to target users in a demographic who are more likely to buy their product. These ads often subsidise Web content.



Google, for example, has come under fire for a new policy that took effect March 1 that treats information from most of its products, including Gmail, YouTube and Google+, as a single trove of data for advertisers.



Google contends the change will benefit customers. The company would be able to spot a signed-on user looking for recipes and seamlessly direct them to YouTube cooking videos.

“When we talk about how the Internet will improve and grow for consumers, that’s coming from online behavioural advertising,” said Daniel Castro, senior analyst at the Information Technology and Innovation Foundation.



Strict privacy rules could lead to substantial cuts in online advertising dollars and an even larger hit to growth over the next five to 10 years, Castro said.



A 2010 study by University of Toronto professor Avi Goldfarb and MIT professor Catherine Tucker revealed a 65 per cent decrease in ad effectiveness after European countries implemented data collection rules for targeted advertising.



Around 96 per cent of Google’s $37.9 billion revenue comes from advertising, financial statements showed. Filings ahead of Facebook’s much-discussed initial public offering revealed 85 per cent of its $3.71 billion in revenue last year came from advertising.



Nearly two-thirds of Apple’s fiscal year 2011 net sales came from its iPhone, iPad and related products and services that rely on tracking a user’s exact location. New government data collection policies could have huge implications.



Multi-pronged attack

The industry got a break last month when the White House released a blueprint ‘privacy bill of rights’ giving consumers more data control, but relying heavily on voluntary compliance by Internet companies. The Federal Trade Commission ’s expected recommendations are causing more anxiety.



Analysts and privacy advocates predict that the FTC report will have more teeth, in part because FTC chairman Jon Leibowitz recently described Google’s new privacy policy as a ‘somewhat brutal choice’ for consumers.



The FTC report may call for strict enforcement to ensure firms adhere to their privacy policies, according to sources familiar with the agency’s thinking.



Silva said the FTC recommendations come from “people that live and breathe privacy policy and have a greater knowledge of the law, companies’ practices and an institutional knowledge of what’s happened before. They probably have a better feel for the degree to which self-regulation works or doesn’t.”



As for legislation, numerous privacy bills are winding their way through Congress. A notable one is a bipartisan privacy framework from Senators John Kerry and John McCain. It would require companies to reassess their privacy practices for both personally identifiable information and online behavioral advertising profiles.



Critics say it could force more companies to start charging for services like e-mail, social networks and other content currently subsidised by advertising.



“I’m talking about American companies having rules that control their own destiny, before Europe or other trading partners impose their policies on all our companies,” Kerry said. “Hell, establishing minimum privacy protections in law can help build consumer trust in the marketplace and in turn increase economic activity.”



Tech companies have argued that government regulations could cut its revenues, reduce job growth and hurt the broader economy.

Lawmakers are looking for the ‘sweet spot’ between too much regulation and none at all, Representative Mary Bono Mack, chairman of the House Commerce subcommittee on commerce, manufacturing and trade, said.



“Any knee-jerk reactions could have a chilling impact on innovation and e-commerce in the United States and threaten our economic recovery,” she said.



Web firms’ foothold

Internet companies are well-positioned in Washington to push back against regulatory proposals. With the piracy debate, they came together to argue that bills designed to shut down access to overseas websites trafficking in stolen content or counterfeit goods were too broad. They argued that they could undermine innovation and freespeech and compromise the Internet’s functioning.



What followed was an unprecedented online protest that saw Wikipedia and other sites go dark while bigger players like Google and Facebook displayed censorship bars and arguments against the bills on their sites.

The effort was supported with 3.9 million tweets, 2,000 people a second trying to call their elected representatives and more than 5,000 people a minute signing petitions opposing the legislation.



Privacy regulations are a harder sell, said privacy expert Amy Mushahwar, an attorney with Reed Smith. “Consumers might not be able to immediately recognise that increased privacy obligations could lead to a lesser amount of content on the Web, which is really what the advertising industry is concerned about,” said Mushahwar, a registered lobbyist for the Association of National Advertisers.



Internet companies have tried to get ahead of mandatory reforms by adopting their own policies. The Digital Advertising Alliance rolled out new data collection principles that take effect this year. They explicitly prohibit collection and use of a person’s Internet surfing data for determining their eligibility for employment, credit, insurance and medical treatment.



The industry is also using old-school lobbying tactics. It has ramped up its

political activities dramatically, spending $1.2 billion between 1998 and 2011.



Google spent $9.68 million and Microsoft Corp $7.34 million on federal lobbying in 2011, according to lobbying disclosure reports.



Facebook, a latecomer to Washington, has beefed up its lobbying team, adding Joel Kaplan, former deputy chief of staff to president George W. Bush, and Myriah Jordan, also a Bush aide and former general counsel to Republican Senator Richard Burr.



Facebook’s lobbying expenditures skyrocketed from $351,000 in 2010 to $1.35 million in 2011, reports show.



Winning lawmaker support is only part of the battle. The sector also may benefit from the views of average people, said Linda Woolley, executive vice-president of government affairs at the Direct Marketing Association.



Despite recent controversies over Google’s privacy policies, ‘you didn’t hear of people cancelling their Gmail accounts’.



“From where I sit, I do not see hordes of Americans running to Capitol Hill saying we need to do something about this,” she said.

A new approach to coaxing the body to fight HIV without antiretroviral drugs has shown some success in almost half the patients enrolled in a small study, US researchers said Wednesday.

Twenty HIV-positive volunteers in Pennsylvania were asked to stop taking their drug therapy and submit instead to weekly doses of interferon-alpha, an antiviral chemical produced by the human immune system.

The treatment kept HIV under control in nine of the 20 patients at the 12-week mark, and appeared to decrease the amount of HIV present in cells that harbor the infection, known as reservoirs.

The trial was meant to last 24 weeks or until a person's HIV levels either rose or T-cells dropped to a certain level, at which point the subjects were to resume their antiretroviral treatment.

Just eight people stayed in the study for its full 24-week duration.

However, researcher Luis Montaner, a professor at the Wistar Institute and director of its HIV-1 Immunopathogenesis Laboratory, was optimistic that the findings had broken new ground.

"Our data shows that our human immune response can be made to control HIV in persons who have otherwise lost that ability and, if sustained by natural interferon production, it establishes proof-of-concept that a functional cure is theoretically possible," Montaner said in a statement.

"And while we still have much to pursue with this early clinical finding, I firmly believe this gives us hope that one day we can control -- and eventually eradicate -- HIV in absence of antiretroviral therapy."

The research, which has not been published or independently peer-reviewed, was presented at the 2012 Conference on Retroviruses and Opportunistic Infections in Seattle, Washington.

But he didn't lose the title to Mexico's telecom titan Carlos Slim; he gave it away. And as a result, the businessman-turned-philanthropist can point to a different kind of scoreboard.


"Well, it's easiest to measure in the health work," Gates told me, "where over 5 million lives have been saved."


In a wide-ranging interview with Yahoo! and ABC News, the former head of Microsoft talked about how Steve Jobs' death affected him, his fix for American schools and his annual letter, which sets the priorities for one of the most generous charitable efforts in history.


With a pledge to give away 95 percent of Gates' personal wealth, the Gates Foundation claims to have granted more than $26 billion since 1994. While some of that money is devoted to improving U.S. education, roughly 75 percent goes to the poorest countries in the world, and Gates scoffs at the idea that the money would be better spent at home.


"Well, the question is, are human lives of equal value?" Gates said. "For the mother whose child dies in Africa, is that somehow less important, less painful? If we can save that life -- for very little [money], is that appropriate to do? And, in fact, we know that if we do save those lives, it can reduce the population growth. It can let them be on a path to graduate from receiving aid."


After the Gates Foundation's vaccination efforts in India, that nation reported only one case of polio last year. And while the foundation promises to fight on against preventable diseases, the top focus of this year's letter is agriculture and Gates' belief that without technology, farmers could never feed the world's exploding population.


He calls for further research into the creation of flood-and-drought-resistant crops through genetic engineering.


"It is hard to overstate how valuable it is to have all the incredible tools that are used for human disease to study plants," he writes. But the idea of genetically modified organisms, or GMOs, is loaded with controversy. Environmental groups worry that the practice could upset the food chain, leading to the spread of disease, "superweeds" and mutant insects. Switzerland, Peru and Ecuador are among the handful of countries that have banned the cultivation of GMOs.


To the dismay of GMO opponents, public records reveal that the Gates Foundation recently spent $27 million to buy 500,000 shares of Monsanto, the agribusiness giant with labs devoted to improving on nature to boost crop yields. And while Gates avoids the words "genetically modified" in his letter, he defends the idea when pressed.


"Over time, yes, countries will need to look at specific GMO products like they look at drugs today, where they don't approve them all. They look hard at the safety and the testing. And they make sure that the benefits far outweigh any of the downsides."


Aside from the environmental concerns, England's Prince Charles was among those who blamed a rash of farmer suicides in India on the higher cost of GMO seeds. But Gates insisted that his foundation's partners are not out to exploit developing nations.


"There's absolutely no payments, no royalties of any kind. It's just like in medicines. ... We go to the big companies who don't expect to make profits from the poorest billion and say: 'Will you help us?' And so they donate it."


Back in America, Gates is renewing his push toward "peer-reviewed" teaching as the key to reforming education. Since the best -- and worst -- teachers often operate in a bubble, he suggests training an elite group to roam from class to class to share what works and what doesn't.


"You take at least 2 percent of the teachers, train them very well and have them do structured visitations," he said. "And they tell the teacher, 'OK, you were good at this, but you didn't engage these kids very well. You didn't create discussion here. You didn't explain why a kid would wanna know this thing,' and help those teachers improve."


And Gates also reflected on the passing of Steve Jobs. Weeks before the Apple founder died, Gates paid an unannounced visit to the home of his sometime friend and longtime rival.


"He and I always enjoyed talking. He would throw some things out, you know, some stimulating things. We'd talk about the other companies that have come along. We talked about our families and how lucky we'd both been in terms of the women we married. It was great relaxed conversation.


How did Jobs' death affect him? "Well, it's very strange to have somebody who's so vibrant and made such a huge difference and been ... kind of a constant presence, to have him die," Gates said. "It makes you feel like, 'Wow, we're getting old.' I hope I still have quite a bit of time for the focus I have now, which is the philanthropic work. And there's drugs we're investing in now that won't be out for 15 years -- malaria eradication, I need a couple of decades here to fulfill that opportunity. But, you know, it reminds you that you gotta pick important stuff, because you only have a limited time."

NEW YORK (Reuters) - For a moment, stocks looked like they were headed for a long-awaited pullback this week.

But that didn't happen. After more signs of a healthier economy, stocks may have room to run higher in the week ahead.

The benchmark Standard & Poor's 500 Index <.SPX> registered another week of gains on Friday, its fifth in six weeks, once again defying calls for a reversal in its five-month rally.

Friday also marked the three-year anniversary of the S&P 500's plunge to a 12-year low, a move that was followed by a sharp rally. The S&P 500 still is up 102 percent from that low.

"Everyone's looking for a correction here, which just tells me we're probably going to have another little run up before we get that correction," said Scott Billeaudeau, portfolio manager at Fifth Third Asset Management in Minneapolis.

Much of the optimism has come from signs of further improvement in the U.S. economy. Friday's stronger-than-expected jobs report - the most widely watched U.S. economic indicator - gave the stock market more wind in its sails.

The S&P 500 ended the week with a gain of 0.1 percent, even though on Tuesday, it marked its weakest day so far in 2012 on concerns about a default by Greece on its country's debt.

Still, Friday's news of a technical default by the country was mostly brushed aside by investors. A derivatives group said Greece triggered the payment on default insurance contracts by using legislation that forces losses on all private creditors.

"While concerns about Greece aren't going away, the worst-case scenario has been averted, and the payroll report is another reason for investors to be confident," said Leo Grohowski, who oversees about $171 billion in client assets as chief investment officer at BNY Mellon Wealth Management in New York.

Natalie Trunow, chief investment officer of equities at Calvert Investment Management in Bethesda, Maryland, said U.S. stocks may still sell off in the near term, but it's not likely to be a drastic decline.

"There's so much cash in institutional portfolios, in individuals' portfolios," said Trunow, whose firm manages about $13 billion in assets.

So much money "left equity asset classes and then went elsewhere for safety," she added. "I think the long-term move is on the upside."

Technically, the market is hovering near key resistance levels, which could influence next week's direction, said Chris Burba, a short-term market technician at Standard & Poor's in New York.

A push above 1,376 by the S&P 500 could suggest further gains ahead, while holding at or below that level could indicate more selling, he said.

FED AHEAD

Speculation that the Federal Reserve may announce more quantitative easing has kept some investors upbeat, but there has been nothing to suggest that the Fed will change its policy.

The Federal Open Market Committee, the Fed's policymaking panel, is scheduled to meet on Tuesday, with a statement expected afterwards.

February retail sales, due on Tuesday morning, will be among the most-watched reports in the week ahead. That data, due on Tuesday, is expected to show that last month's retail sales rose 1 percent, according to economists polled by Reuters, compared with a gain of just 0.4 percent in January. Excluding autos, February retail sales are forecast to have risen 0.7 percent, matching January's gain.

With oil prices well above $100 a barrel, investors will take note of February inflation data next week when the Producer Price Index and the Consumer Price Index are released. The PPI report is due on Thursday, followed by CPI on Friday.

The overall PPI last month is forecast to have gained 0.5 percent, compared with January's rise of just 0.1 percent, according to a Reuters poll of economists. Excluding volatile food and energy prices, February core PPI is expected to have edged up just 0.2 percent, down from January's 0.4 percent gain.

Inflation at the consumer price level is forecast at up 0.4 percent for the overall CPI in February, compared with January's gain of just 0.2 percent. Excluding food and energy, core CPI is forecast at up just 0.2 percent, matching January's gain.

Consumer sentiment data also is expected on Friday. The Thomson Reuters/University of Michigan consumer sentiment index is forecast to show an increase to 76.0 in the preliminary March reading, from February's level at 75.3.

The recent string of stronger data has raised expectations that the trend will continue.

"It was a decent payroll number today, to be sure, but the market needed a decent number," said Barry Knapp, managing director of equity research at Barclays Capital in New York. "We need the data to be good at this point."

While the overall S&P 500 is up 102 percent since March 9, 2009, there is a wide difference in the performance of individual S&P sectors, which is evidence of investors' uncertainty, Standard & Poor's analyst Howard Silverblatt said.

Since the March 2009 low, the S&P consumer discretionary index <.GSPD> has done the best, with a gain of about 175 percent. The S&P telecommunications index <.GSPL> has done the worst, with a gain of 49 percent.

"Investors, to some degree, have reacted to short-term events as opposed to longer-term investing," Silverblatt said.

Life-saving heart defibrillators have been fitted at every city leisure centre following the death of a talented teenage swimmer.


Sophie Konderak, 16, from Knighton, died after becoming short of breath during a training session with the City of Leicester Swimming Club at Braunstone leisure centre in 2009.


It later emerged she suffered from an undiagnosed genetic disorder which had caused her heart rate to rise.


An inquest heard that early defibrillation would have restored her heart rate to a normal level, but the leisure centre did not have a defibrillator.


Sophie's father John said: "Had there been a defibrillator in the leisure centre at the time, Sophie could have survived. So I welcome this news."


Leicester City Council has now spent almost £11,000 to install the devices at each of its leisure centres.


Swimming club head coach Alex Dawson said: "This equipment could potentially save someone's life in future. However, it's sad that it wasn't in place back in 2009.


"Sophie was a talented and well-respected athlete who was well-known throughout the Leicestershire swimming community, and this equipment could have given her a chance of survival.


"Hopefully, it will prevent a similar tragedy from happening again."


Medics told an inquest, in February 2010, that a defibrillator shock should have been administered within three to four minutes after she first collapsed, and could have increased her chances of survival.


The inquest also heard how a lifeguard administered two bouts of CPR as she thought Sophie had stopped breathing twice, but did not check the teenager's pulse because she had not been trained to do so.


Mr Dawson added: "The defibrillators are important, but it's essential the council ensures lifeguard training is adequate."


A report on the issue, which is due to go before councillors next week, says: "At the coroner's inquest, the lack of such equipment being available was highlighted as an issue which, while it may not have contributed to the unfortunate death of a young girl on this occasion, may have future impacts.


"Since the equipment has been provided in October 2011, no incidents of this type have occurred."




Mankins backToday, an unfamiliar thing happened in the Patriots media room. Logan Mankins showed up. No, really, he did.


The Pro Bowl guard, who had been sitting out since the summer, signed his tender and will practice today. Why did he come back?


It was just time,” Mankins said today in his first public comments in a long, long time. “I had my reasons for the date that I came back, but I won’t explain it to everyone.


Why many assumed Mankins was out in California the whole time, Mankins said he actually has been in the Foxboro area. He’s seen the players, he’s hung out with them, he’s remained close.


“(I’ve been) hanging out, playing a lot of golf, hanging out with my family a lot,” said Mankins, who recently had a new baby. “I got to spend a lot of time with them. And I’ve been training quite a bit. We’ll see today how it goes, what kind of sh`pe I’m in.”



Mankins didn’t detail his feelings on owner Robert Kraft, who he ripped when he decided to hold out. And he didn’t go back and discuss his feelings on sitting out.


I’m just here to help the team,” he said, “help them get ready for Cleveland.”


As for his expectations of playing, Mankins said, “No expectation at this moment. Taking it day-by-day, see what happens.


As for the business side of things, Mankins said “We’ll find out” if his sit-out was productive. On the topic of those in the higher-ups in the organization, he said, “I’ve talked to everyone here. We’re all on the same page right now. I don’t see that there should be any problems.”


How much did he miss it?


Oh yeah, you miss it,” Mankins said. “It’s a game, it’s fun, that’s why you play. You always miss something you enjoy.


Does he regret sitting out?


Nah, maybe,” he said. “Not right now. Maybe down the road, I’ll look back and wish I didn’t. Or maybe I’ll be happy I did. We’ll find out.



First, as a former very unsuccessful professional tennis player, I have to pay homage to Roger Federer. Now, having conquered Paris and the French Open, he takes his place at the head table of greatest tennis players of all time. With he and Rafa Nadal ruling the sport, we are right smack in the sport's golden age. There are few athletes in any sport who truly make one stop and stare - Tiger and Kobe, two other winners Sunday, are among a handful of others. As Carly Simon sings, "These are the good old days."

On to Monday Money Matters..

A new era has begun in diplomatic relations between NFL players past and present. After a court judgment in the fall of $28M against the NFL Players Association for the withholding of potential licensing revenue from retired players, the NFLPA appealed and launched into the usual rhetoric about the opinion of the court being in error and the decision changing on appeal, etc. The verdict, as I said during the case, was predictable, as a jury weighed the merits of rewarding a union representing hearty, healthy and wealthy active players against rewarding retired older players with assorted physical and mental ailments and far, far less income from their playing days than the current players.

In the time from the verdict until now, a little change happened along the way. In what is still resonating as a major surprise, NFL player reps selected an unknown commodity in DeMaurice Smith to lead their union and replace the late Gene Upshaw. And Smith made it a priority to reach out to retired players, a group that Upshaw claimed he did not represent. When Smith reached out during a recent speaking engagement in San Francisco, players were pleased but skeptical. Now he has put his money where his mouth is.The NFLPA resolved the $28M award with a reported settlement of over $26M. The relative lack of discount on the settlement shows a couple things: (1) that despite the posturing at the time of the award, there was not a strong feeling about the merits of appeal and (2) that this money will be well-spent to win the hearts and minds of a constituency that Smith feels is important to his future leadership of the union.

States and cities are being forced to keep their belts tight because sales tax collections rose only 1.2% last year even though consumer spending climbed 4.7%.

Governments have jacked up sales tax rates in recent years to get more money. But consumers are a step ahead, buying less of what's taxed and using the Internet to save money. The result: higher tax rates covering a shrinking share of purchases.

Americans paid an average 4.27% sales tax rate on purchases in 2011, down from 4.63% five years ago and far below the peak of 5.18% in 1973, according to an analysis of Bureau of Economic Analysis data.

The Internet isn't the biggest reason for the sales tax decline. The primary cause is a long-term shift to buying tax-exempt services rather than taxable goods. Americans today spend more money than ever on medical care, college tuition, health clubs, pet grooming, house cleaning and other services that are rarely covered by the sales tax.

Cars, televisions, books and other taxable items account for just one-third of spending today, down from half in 1970. And much of what's bought — prescription drugs, hearing aids, clothing, food — is taxed at reduced rates or not at all.

Only two states — Florida and Massachusetts — have tried to expand the sales tax to cover most services, says Ronald Alt, head of research at the Federation of Tax Administrators. Both states repealed the law almost immediately after a tax rebellion. No state has dared try since, he says. "Legislators don't want to sit in the barber chair and get an earful on the new haircut sales tax," Alt says.

States want Congress to require Internet retailers such as amazon.com to collect their sales taxes. Now, only businesses that have a physical presence in the state — such as Walmart.com — must collect that state's sales taxes for online purchases.

But opposition to expanding the sales tax to all Internet purchases remains strong. "Let's focus on what's best for the consumer, especially in a high tax state, rather than on protecting antiquated business practices," says Minnesota state Sen. Warren Limmer, a Republican on the tax-writing committee.

Shrinking the sales tax further:

•High rates. As local charges rise, consumers go online and to low-tax states. New Hampshire (no sales tax) has bustling shopping malls along its border with Massachusetts (7% sales tax). Amazon is opening a new 850-employee distribution center in Delaware (no sales tax).

•Deflation. The prices of many taxable goods have plummeted because of imports and technology. Lamps costs 44% less than a decade ago, the BEA reports. Dishes are 30% less.

•Exemptions. California has a 50-page book of exemptions. New Jersey is phasing out the tax on cosmetic surgery. Connecticut taxes clothing, shoes and non-prescription drugs at 6.35% but exempts child car seats, college textbooks, caskets, energy efficient light bulbs and flags.

On Thursday, online gaming giant Zynga announced that it is launching a new proprietary platform at Zynga.com where users can find their favorite games without logging into Facebook. The new platform is expected to go live later this month and will feature five of its most popular games, including Zynga Poker.


For years, Zynga has relied on Facebook to accumulate users. The company boasts as many as 30 million users per month but gets more than 90 percent of its revenue from Facebook. Meanwhile, Zynga accounted for 12 percent of Facebook's revenue last year, according to documents filed in conjunction with Facebook's IPO. Those figures will change drastically now that Zynga has taken steps to separate itself from the social networking leader.


"It's our hope that our Platform partners, and eventually anyone in the industry, can extend the reach of their games and connect to even more players on Zynga.com," said Zynga CEO Mark Pincus in a blog post on Thursday. "Later this year we'll make our platform available for all social game developers through a Zynga API."


The extension from Facebook gives Zynga more financial independence and paves the way for the company to employ a real-money gaming platform. In January, a Zynga spokesperson said publicly that the company was in discussions with several partners about a shift into the real-money online gambling market.


Pincus said Wednesday at the Morgan Stanley Technology, Media & Telecom Conference that he sees the opportunity to integrate real money gambling into social games in the U.S. once regulation is in place. He added that the company may partner with a major casino company in the coming months.


"We're definitely talking to all of the players that you would suspect," Pincus said. "We have incredible respect and admiration for brands and groups like the Wynn. I would expect that you'll see a lot of these players kind of figure out their go-to-market partnerships for sure before the end of this year."


According to Dow Jones Newswire, Pincus added that real-money gaming would be a "natural fit" for Zynga.

Make money from your talent

At Fiverr (fiverr.com), you can offer services that use your skills — designing a business card, creating a podcast jingle, planning a trip — for five bucks a pop. Fiverr keeps $1 and the seller gets $4 per gig. Stefanie Strobel, 28, of Newport Beach, California, writes people’s messages in the sand at the beach and takes a picture that she then emails to them. “I make about $300 per month and can do about 10 to 15 messages per hour, depending on length and complexity,” says Stefanie.


Be a nurse on call

If you’re a registered nurse, consider a company like Fonemed (fonemed. com), which provides phone-based triage and medical information to their customers in Canada and the U.S. These companies contract with medical-related clients, mostly doctor’s offices and especially pediatrician’s offices, to answer questions when the offices are closed (the work hours are typically evenings, nights and weekends). You must be licensed in the state or province where you are located and have at least three years of recent clinical experience with adults and children. Fonemed nurses are paid an hourly minimum plus a fee per call, and are eligible for benefits like health insurance and paid leave. A typical Fonemed nurse makes $27 per hour, according to Fonemed owner Charlene Slaney.


Write, edit, proofread

Sites like Demand Studios (demandstudios.com) and Associated Content (associatedcontent.com) hire experienced freelance writers, editors and filmmakers to work on projects for sites like eHow, LiveStrong.com and YouTube. At Demand Studios, assignments pay anywhere from $15 to $100; if you meet tenure and activity requirements, you can be eligible for health insurance plans. At Associated Content there are three ways to earn money: Upfront payments for content you write ($2 to $15 per article), assigned articles ($10 to $100 per article) and performance payments ($1.50 for every 1,000 page views of your article if it’s posted online).


Design graphics and websites

Elance (elance.com) works like an online marketplace, setting up designers and computer programmers with companies that need their services. Companies post jobs and freelancers bid on them, listing their experience, portfolio and the price they will charge for the job. If your bid is chosen, you’ll pay Elance a commission of 4 to 6 percent of what you earn.






A postal worker discovered the children, ages 11 and 5, at the bus in Splendora about 10 a.m. Wednesday, officials said. Their parents are believed to be in prison for embezzling money from Hurricane Ike victims in 2008. The children are not enrolled at local schools.

The bus appeared to have electricity, an air conditioning unit installed in one window and bunk beds inside for the children. But several neighbors told the Houston Chronicle that the children typically looked unkempt and could often be spotted running around at night.

"They always had dirty clothes on (and) no shoes, even in the winter," said nearby resident Gayla Payne, who said the 11-year-old girl told her daughter that she bathes twice a week.

Investigators told KTRK-TV that the children have been living in the bus since the beginning of the year.

The children told Texas Child Protective Services workers that they were home-schooled. A woman on the property — believed to be the children's great-aunt — told CPS she worked 12-hour shifts Monday through Friday but that she stayed with the children at night.

"The aunt said that she does provide meals for them during the day," Montgomery County Constable Rowdy Hayden told KTRK-TV. "Looking around the (the bus), we didn't see a lot of food readily available. One of the neighbors had told us earlier that from time to time she will bring food over for the children."

The children are in foster care pending an investigation by Child Protective Services, spokeswoman Gwen Carter said. CPS workers will appear in court Thursday to ask a judge for emergency custody of the children, she said.

London - Red balloons will be released, vigil candles lit and heads of state will recall those who have fallen victim to HIV and Aids on the 24th World Aids Day, to be held this week.

Thirty years after the first reported diagnoses of Aids - then tantamount to a death sentence - one remarkable fact highlights the advances medicine has made: the number of people living with HIV has reached a record 34 million.

Thanks to antiretroviral drugs, which almost 50 percent of people with the virus can now access, the number of Aids-related deaths around the world stands at 1.8 million a year - its lowest level since a peak in 2005, according to a recent UNAIDS report. While those who lived through the late 1980s and early 1990s in Britain will remember a rapid rise in Aids deaths, which largely affected gay men, injecting drug users and people who had received blood infusions, the fastest growing group of people with the disease in this country are now the over-50s.

But while HIV rates have fallen elsewhere, in the UK the number of diagnosed cases increased by more than 50 percent between 2000 and 2009. There are now more than 90,000 people in Britain with HIV. In 2009 there were three times as many heterosexual people infected in the UK with HIV than in 2001, according to the Terrence Higgins Trust.

The Independent on Sunday met two HIV-positive people living contrasting lives in different parts of world.

Chris Williams, 47

Hammersmith, west London

Chris Williams tested positive for HIV three years ago during a routine check-up. He gave up his job as a personal trainer after his diagnosis and decided to study counselling, so that he can one day work in the public health sector. His infection was spotted early and he has yet to fall ill. He takes five pills a day; they are delivered free of charge to his door every six months.

“My experience of treatment has been very straightforward. I have a blood test twice a year. I see a doctor and he authorises the prescription of my drugs on the basis of the results. I've been very lucky and felt no side effects to my medication, except a little fatigue sometimes.

“At the beginning, I only told a few people, but gradually I have become more open about my status. Some people say I'm over-optimistic about the prognosis of my HIV, but I think in this country, there is no need for it to still be a killer disease.

“You can still go out and have a social life. Some people find it difficult to deal with psychologically, and there is still a lot of room for improvement, but it's not all doom and gloom. When I do go, I hope it won't be from HIV, but from old age.”

Hellen Njeri Ngugi, 40

Nairobi, Kenya

Hellen Njeri Ngugi and her husband, also HIV-positive, live with their three children in a one-bedroom house in the Mathare Valley slums, sharing one latrine with 12 neighbours. When Mrs Ngugi was diagnosed with the disease 11 years ago, her husband refused to accept her condition at first. It took Mrs Ngugi two years to get the treatment that she needs, as the clinic was three hours away. Christian Aid has since given her counselling and support.

“When I found out I was HIV-positive, I thought it was the end of my life. People around showed me so much discrimination, including my parents. I could not share anything with them, including eating utensils and sleeping stuff.

“I used to work in a hotel, balancing the finances, but now my husband and I don't have permanent jobs. Whenever he fell sick, he was sacked. I now make soap, but I can't walk far, so I have to use my phone to look for customers. It is very difficult to raise money for the family.

“But, through counselling, I was encouraged. I have become a role model for others and was moved to another clinic, a 45-minute walk from my house. I now get my pills every three months.” -

Digital camcorders can cost anywhere from about $120 to $3,000 and up. They range from extremely affordable, ultra-easy-to-use models with limited controls, such as the Flip video models, to more complex camcorders with professional-level features, which include Sony's 'advanced amateur camcorders.

Of course, many smartphones and digital still cameras offer video recording. But the quality can be substandard. And smartphones, unlike camcorders and still cameras, don't support tripod mounting -- though the funky Gorillamobile ($30) serves as an ersatz smartphone tripod.

Here's how to buy the right camcorder for your YouTube productions.
1. Decide What Kind of Videos You Want to Shoot

Before you invest in equipment, you should have a clear idea of the types of videos you want to produce.

If you're a sporting goods retailer, for instance, you'll probably want to shoot lots of action-oriented videos on or near water, on ski slopes and other places adrenaline addicts gravitate toward. If that's the case, you might consider a water-proof, ultra-portable camcorder, such as Kodak's high-def PlaySport, which costs about $150.

Similarly, if you'll be shooting most videos outdoors away from power outlets, you'll want a camcorder with interchangeable battery packs. You'll also want a camcorder that records video onto removable media, such as flash memory cards or digital videotape, so you won't run out of space during a shoot.

On the other hand, if the videos you plan to shoot will take place in your office, the webcam on your netbook or laptop may be all you need. Webcam videos can save time, because you're recording the video directly onto your computer instead of having to import it. For best results, make sure the webcam is 1.3 megapixels or higher in resolution.

Also, if you plan to do a series of man-in-the-street style interview videos, a camcorder with an input jack for an external microphone is your best bet. While all consumer camcorders have built-in microphones, audio quality from these mics can be poor when the person you're filming is speaking in a noisy environment (such as a city street) and isn't close to the camera.
2. Decide Who's Going to Shoot the Videos

Do you have an employee with excellent video production skills? Then you might want to buy a higher-end camcorder with manual controls and interchangeable lenses. But if you're adding "videographer" to your administrative assistant's long list of tasks, and that person has little video experience, you'll need a dead-simple point-and-shoot camcorder, such as a Flip, Kodak Zi8, or Sony Bloggie. These cameras also come with software that simplifies editing and uploading to video sharing sites.
3. How important is Zoom Image Quality?

Point-and-shoot camcorders from Flip and Kodak capture high-resolution video, as do many smartphones and digital still cameras. Keep in mind, however, that the majority of these devices offer only digital zoom.

Simply put, optical zoom gives you much better zoom image quality. Optical zoom uses the camcorder's lens to magnify a subject, rather than digitally enlarging the image captured by the camcorder, which is what digital zoom does. Some digital still cameras allow you to use the optical zoom when shooting video, but some don't; be sure to check the camera's specs.

4. Go High Definition

Make sure the digital camcorder you buy offers the capability to shoot in high-definition video. YouTube offers the option to view videos in 1080p high-res video, so why not upload the best-quality video you can?
5. Shoot Test Videos on Your Smartphone or Digital Camera

If you already own a smartphone or digital still camera capable of capturing HD video, shoot one or more test videos before you buy a camcorder. It could be that, at least for now, your smartphone or still camera video recorder is all you need. You might also use your smartphone or digital still camera as a backup camcorder during a shoot.
6. Familiarize Yourself with Camcorder Features

Unless you're buying a simple point-and-shoot camcorder (like a Flip), you should become familiar with camcorder specs and features before you buy. Here are a few terms you should know:
CCD and CMOS sensors. Camcorders have either a Charge Coupled Device (CCD) or Complementary Metal Oxide Semiconductor (CMOS) image sensor. Both convert light into electrons. Generally speaking, CCD sensors tend to offer a higher degree of image fidelity and light sensitivity compared to camcorders with CMOS sensors. However, CMOS sensors tend to use less power and are less expensive to produce, which makes them more prevalent in low-cost consumer camcorders. Image stabilization. If you plan to record a lot of handheld video, versus setting the camcorder on a tripod, you need image stabilization. This feature helps smooth out the jitteriness that comes from holding a camera. Many digital camcorders offer this feature, including the latest Flip UltraHD and MinoHD models.
MiniDV. This digital videotape format was once ubiquitous in digital camcorders. Though MiniDV camcorders are fading in popularity, many videographers still prefer the format. MiniDV tapes are inexpensive for storage and archiving, and image quality is superior to other storage formats (such as flash memory or hard drives). FireWire. Some camcorders use FireWire, a high-speed port also known as i.Link or IEEE 1394, to connect to computers. Apple's iMac desktops are among current computers with built-in FireWire 800 ports, though FireWire is far from a standard input on most computers today. Many camcorders connect to computers via USB 2.0, which nearly all current computers support.
SDXC. Secure Digital Extended Capacity, or SDXC, is the successor to the SDHC flash memory card, both of which can be used to store video recordings. SDXC cards will eventually offer storage capacities up to 2TB (current capacity maxes out at 64GB) and data speeds up to 300 MBps. However, SDXC cards are more expensive than SDHC memory cards.
Progressive versus interlaced. High-def progressive video, indicated by the "p" in 720p or 1080p, tends to produce smoother motion than interlaced video, such as 1080i resolution video. Thus, a freeze frame from a progressive video recording will look sharper than a similar frame from an interlaced video. Most consumer HD camcorders currently offer 720p or 1080i video recording, though a growing number -- such as Kodak's PlaySport -- offer 1080p video recording.
AVCHD and MPEG-4. AVCHD is a common compression system for consumer HD camcorders today, though the similar MPEG-4 system generates files that are easier to import into your computer and aren't as large.
6. Shop Smart

As with any electronic product, read camcorder reviews on sites such as CamcorderInfo.com and Consumer Reports (subscription required) before you click the buy button.

It's also important where you buy. Look for online retailers that don't charge hefty restocking fees if you return the camcorder. For example, J&R offers a 30-day exchange/refund on "mail order and Web purchases" without a restocking fee. But you must obtain a return authorization first. And your device must be "in original factory carton, including all packaging materials, inserts and manuals, warranty cards (not filled-out) and all accessories."

Finally, consider how you'll pay for the camcorder, especially if it's expensive. American Express automatically extends the manufacturer warranty of items purchased with its cards, for instance.

For years, small business IT professionals have relied on Speedtest.net to test the speed of a broadband connection. The Speedtest.net app is powerful and incredibly simple to use. When the app starts, it automatically locates the nearest test server.

Once you establish a connection, begin the test by pressing the Begin Test button. The app will report your ping response speed, as well as the broadband upload and download performance. A history log maintains all test results for later analysis and comparison. Speedtest.net is without questions one of the most useful and indispensable tools I own.
AD Helpdesk Lite

Platform: Available for iOS devices only.

If your company's network policy forces employees to update their passwords, you know that at least a few users will lock their accounts. Easy enough to fix, but if you're not always sitting in front of your PC, it could take some time to remote into the server to correct the situation.

Enter AD Helpdesk Lite. This app lets you reset a user's password, lock or unlock the account, or even completely disable it right from your smartphone or tablet. You can resolve the issue from anywhere in the office, quickly and efficiently. AD Helpdesk Lite's speed and ease of use earned it a place in my mobile IT arsenal.
Teamviewer

Platform: Available for iOS and Android devices.

This simple, yet elegant remote desktop app lets you access your desktop systems from practically anywhere using a mobile device, and it gives you the same level of control you would have if you were actually sitting in front of your desktop.

Like its PC counterpart, the Teamviewer app is very simple to setup and use, requiring nothing more than the User ID and password of the PC you're trying to access. And unlike some other apps, there are virtually no configuration hassles.

This app just works, and works well. The Teamviewer software and the app are both free for personal use. However, if you plan on using it in a support environment you'll need to purchase a license.
Spiceworks

Platform: Available for iOS and Android devices.

More than a million small businesses use Spiceworks, a free network management and help desk software suite, to manage their network environments. The reason for this is simple. Although free, this package offers an abundance of features.

In fact, feature rich doesn't even begin to describe everything that Spiceworks offers. Some of these features include the capability to manage inventory, monitor bandwidth, track volume licenses and warranty renewals, and it even includes a robust helpdesk ticket management system.

And if that isn't enough, Spiceworks also offers a companion app (for both iOS and Android devices) that administrators and technicians can use to manage their helpdesk tickets, view hardware and software inventories, monitor the network, view and update user details and even access the Spiceworks community for assistance, right on their mobile devices.

This is a truly great app for an already impressive product. If your business relies on Spiceworks for its day-to-day operations, then this is a must-have app.
Fing

Platform: Available for iOS and Android devices.

Quickly identifying any unauthorized devices makes it much easier to keep your network secured. Depending on the size of the network though, that can be extremely difficult. To make this job easier, mobile users can take advantage of the Fing Network Scanner.

This app quickly performs a complete scan of the network, identifying each and every device connected to it. Returned results display the MAC and IP addresses for each discovered device. You can customize found devices with representative icons, names and notes to help assist in identification.

Using the port scanner, Fing can also detect all of the services running on each host system. The simplified interface makes navigation effortless, and you can share all results and device information via email. Overall, this is a great app that no small business IT pro should be without.
Network Ping Lite

Platform: Available for iOS devices only.

One of the most useful networking tools available to a technician is called Ping. And a little app called Network Ping Lite lets you ping either individual IP addresses or an entire subnet a mobile device.It also includes a Traceroute utility and a Telnet console, which makes it a handy tool to have should you need to check a router's configuration files while you're on the road.

Although there are many ping apps available, I'm partial to Network Ping Lite for its clean and easy-to-read design. It's not overly flashy or sophisticated, but it gets the job done.
GoDaddy.com Mobile Domain Manager

Platform: Available for iOS and Android devices.

You can't always be in front of your computer, but apps like the GoDaddy.com Mobile Domain Manager, make it possible to stay productive, even if you're out of the office. This app lets you manage all of your domains; make changes to your company's host and DNS settings, update contact information and more.

Integrated WHOIS service lets you search for and register new domains, as well as other services right from a smartphone. An updated Mobile Mail client gives you greater access to your Go Daddy email accounts, while an Online File Folder provides 2GB of space for storing or backing up data.

Personally speaking, I find it much easy to navigate my Go Daddy domains, renew services or make changes to my account via this app then I do when using their website. If you're a Go Daddy customer, you should really give this app a try.

Welcome to StockVault.net, a great Web tool with almost 14,000 stock photographs that you can get for free. Now, just yesterday I paid several dollars to pull photographs on another site. If I had known about this, I would have had a free solution to my situation.

For example, you could type "Yoga" into the site search box to see if they have any yoga photographs. And they do. So if I needed a photograph for a yoga page or a yoga studio, I could find a bunch of them here.

The site also offers other things that you can get for free. For example there's a tutorial on how to use Photoshop to make a sinister-looking sky. And they’ll walk you step-by-step to make the photograph look a little bit dangerous and a little bit sinister. Again, it's absolutely free.

They have a number of how-to videos to learn all about photography: the essence of photography, depth-of-field photography and all sorts of hints and tips for photography folks. Plus, there are all kinds of photography articles that you can read.
